Regulatory Process

Hydro is a crown corporation and regulated under the Hydro Corporation Act. The Newfoundland and Labrador Board of Commissioners of Public Utilities (PUB) holds full authority to deal with regulatory matters concerning Hydro, including approval of its capital, borrowing programs, and rates.

The PUB is responsible for the regulation of the electric utilities in the province to ensure that the rates charged are just and reasonable, and that the service provided is safe and reliable.
